i just saw a first view of how these battles on planets will look like. I am pretty sure they work on this but i think myself.. Why they dont use the battle system of endless legend for this ?! (not just as a 2-dimensional hologram version)
In my opinion this system was good. It was easy to understand. Fast. Nice to look at. Nothing special. :-)
For the implementation in Endless Space 2 they would need to change some details. For example the scaling... the planet is huge an i think they need to use a larger number of hexagons. Put in some structures (maybe what the player has build on the planet) and just let the soldiers fight against each other..
The indivudual design of the battleground could be based on the planet-type.
If the player dont want to fight in "real-time-combat" there is a auto-battle to save time.
It is just a suggestion and maybe its too late for it but in my opinion this would make the game absolute perfect for me :-)

They don't fight endless Legend style because A.) Endless Space has a mostly hands off battle system. B.) That kind of battle would take AGES to finish, which is not what you want in Endless Space. C.)Imagine having to command over a hundred units at once on those tiles. My eyes would go cross trying to keep track of all of them.
They could create a battalion-system to group up those thousands of units. That would make it easier to control them and i think if there is an auto-battle-option to skip the real-time battle, no time is lost if you don't want it.
And a hands off battle-system.. maybe they could use my suggestion just for the visual style and let the groups/battalions do there thing on their own. I remember that in endless legend was an option to do something like that..
While I agree that the ground battle as seen in the Gamescom video is not terribly engaging, I really don't want to see a real-time or turn-based tactics battle for system invasions. I would much rather play with a system that takes a few meaningful choices before the battle, and then provides an engaging and informative rendering of it.

Yeah, I don't really want total control of ground combat in my space 4x games. I'd much rather just have to make a few important decisions as far as technology, quantity of units, types of units, and strategies they use to dictate the success of my ground invasions/defenses. I'd much rather focus on space battles and let my grunts hammee things on in the mud on their own while I watch from above.
Maybe it would be nice to be able to equip your units and canons with new weapons etc depending on our strategical resources available..., a little bit like in Endless legend. No need to go as far as in EL but i do like the idea of customizing your ground units.
