Enabling or disabling the use of manpower to build ships

I think we really need a feature to enable or dissable the use of manpower while building ships.
So we could have some patrol ships without manpower in them whil keeping all of the manpower for system defense and invasion fleet.

With the current system, as soon as one tries to build a large fleet this happens :



-1542 manpower makes it really hard to hold captured system as their defense don't refil because you are building some exploration vessels and other ships whose manpower you wont use.

Why wouldn't you press the Enroll button? 

If you won't enroll now that you need it, what's the point then?

Because it strips population from your systems, strips influence from you (that you might not have) and overall results in a large dip in empire production and performace in a spot where allready your empire performance is beeing reduced by a conquered populace you still need to pacify.

No it does not. It only costs food and influence, not population. And judging by your screenshot, it's only a 3 turn setback on influence. I imagine you shouldn't have food problems so deep in the mid game.

So no pop drop, no production drop.

Having used that button a few times, I can attest that it does make a small number systems lose pop. But by then it's usually a loss that's recouped in 4 turns at most. On the main topic, this seems to be an issue that only the Vodyani suffer from (probably due to their small absolute number of pops that generate manpower).

I would guess that the pop loss is related to starving pop because they are giving up food.

But still why would i enroll and fill exploration and patrollships with manpower i wont use.

Since the manpower cost is optional it would be great if we could chose manualy to pay it or not and where to pay it (building 4 ships that can hold 400 manpower each, i have only 400 manpower empire wide, i'd rather have a ship with 400 than 4 ships with 100, but right now i have no way of controlling this)
