actually you shouldn't have any problems of unhappiness with cravers :
Elections : support religious --> mass happiness bill ---> whatever happens everyone will always be content

The problems comes from the fact that for now whataver you chose to do while in dictature will make people unhappy (without any regards to your population opinions, even with 90% militarist if you chose miliitarist you will get at least -20 approval)
