I am not sure how Amplitude designed the algorithm in terms of how many ships we build result in the rise of support for militarist groups in the empire.
Building a certain number of ships to protect your borders should be a minimum requirement and should not result in the rise of popularity for the militarist group.
If your border is larger than other empires, you should be allowed to build more ships without causing the rise of militarist group.
Similar to your findings, though seen from the other side, I never had a major militarist faction in the senate after the third election. It was weird, since I was continuously aggressively conquering the galaxy after that point and half my industry was spent on building more and more ships.
Maybe they should rather put where and how often you fight in the equation on how many militarists you get? Constantly waging war in enemy systems/invading them should hold more value to militarists then just watching your borders and smashing the occasional ark or craver fleet that thought it had a chance to begin with.
