I noticed that Endless Space 2 doesnt have any Terra Forming technologies like Endless Space 1, will this feature not be added or is it something that is planned for the future in later technology ages? 

it actually has, they are in the era 4 tech though i already unlocked them by tampering with the files.

It makes the planets 1 rank better (desert to arid, arid to  steppes and steppes to tundra for dust for instance)
There is also anomaly reductions
