It's so much more effective to level heroes up on planets (and so useless to try leveling via combat or exploration) that that's how I build up experience for my fleet heroes :/

I could be wrong, but considering how Guardian heroes have large bonuses toward ship production, perhaps this is Amplitude's way of getting us to more actively reassign roles to heroes instead of keeping them in the same one forever? Building ships seems to increase the likelyhood of getting a Guardian hero, and if you're preparing for war, why not use them to build the ships and then have them command the fleet when it's finally time to go to war.

I'm not all too sure about this one, as of Update 2 I've been solely playing Horatio and I have found all the heroes I have unlocked come directly from completion of Main Quest objectives, and, that these heroes are always the same heroes game in&game out. The only way I have been able to procure a hero outside of the Horatio rewards have been through the marketplace, but even than after about 30 turns the AI will stop selling its heroes on the marketplace from what I have seen.

Would you have a save by any chance? This shouldn't happen so I'd be interested to see what circumstances led to this.

If it is pirates, it is a known issue, but shouldn't happen for a major empire.

Curious about the topic at hand: Any chance at either buffing fleet heroes, or nerfing Admin? Because the thread is correct, currently admin kicks the crap out of fleet.

I noticed that as well. Pirate fleets as well as other empires.

Yeah, currently the best way to have a commander is to stick them on a planet, level up that way with fleet stats instead, and then stick them on a fleet. I'll gain 12xp on a skirmish, i go to check my hero xp before and after, and he's gained maybe 1-2xp from the encounter. Why? IDC about the xp of my other ships, The hero is the captain and should be adequately learning from the encounter. I don't seem to get anything from a peon's ship being a high level of xp.

That's both brilliant, and depressing.

Want to make a guy who's awesome at leading fleets? Make sure he never sees a battle!

I just imagine him/her/it shrugging off their duties as governor in favor of zooming around the inner system in their personal spaceship, leaving all of the colonial administrators, VIPs and foreign dignitaries sputtering in rage as they watch a souped-up Limo doing speedruns around a moon base.

It's a fun way of thinking about a rather depressing game mechanic failure.

Hero's that are out running around in a fleet are not leveling  any where near the speed of planetary based hero's

Example: First Hero (level 1 counselor ) aligned to system 2nd Hero (level 2 seeker ) assigned to fleet. After 130 turns the system hero will be approx. level 12 and the fleet hero will be level 4 or 5, even after exploring the entire galaxy and wining 20 + fleet battles.

There needs to be  some kind of boost to hero's  that are running the fleets.

Hmm can it be that quests for minor factions will start to bring xp for heroes?

The problem is simple - the fleet admiral gets same XP as ships in flotilla, and this XP is ways much lower than what admin heroes gets when building stuff.

Devs need to tweak some bonus XP for admiral in so he is roughly on par with administrator hero who keeps building something every turn.

Lots of people are asking for it in these forums. I myself had same feeling.

I think Amplitude can solve this only by tweaking numbers, and probably we'll see in one of upcoming upgrades. I hope in the next, but not worried much for now, as it will probably need more tweaking as game progress.

I saw this problem mentioned earlier. And I do agree far too slow leveling for fleet commanders. Rate of their leveling should be doubled. And/or there should be more ways to gain xp for hero when he is in charge of fleet.

Yeah, the community seems acutely aware of it at the moment (There's been a few threads prior). My assumption would be that a simple change to experience values would likely be all that's needed to even them up.
