Mercenaries idea: Allow to attack peace/allies/cold war

Currently Mercs unit are only usabe to attack player we could normally can (at war/on system), but can't attack Allies, ColdWar (on their systems) or truce.


Since Mercs don't show the empire allegiance to other players, and it will be very useful to distract other players without sacrificing diplomatic relationships, allowing them to waste resources on defense using your own dust.


Even more, since Lumeris have the mafia theme, it will be nice to change their explorator trait (+2 probe modules) to a "mercenary trait" (discount, bonus power/defense/regeneration, mercs grant dust per destroyed ship, leech dust on besieging system, just as examples) and modify the caravel with a symetric slot (similar to Vodyiani). This can bring more flavour to the lore of "renegade money makers". And it will be fun.
