can someone explain to me what exactly the skill "crowd controller" from the overseer skilltree does?

I'm just guessing here as it isn't explicitly stated in any tooltip:

The icon with the flag is probably over-colonization disapproval (it's the same icon for the over-colonization techs). Useful as you get -10 for every system over your empire limit.

The icon with the pop might be overpopulation disapproval. You get this for having planets at or near full capacity. It's usually very minor (maybe up to -25 for a system with 5 big planets, usually 14 or so for most other full systems).

your explanations would also fit into the overseer skilltree.

didn't notice the icon in the tech tree, i was looking in the system overview and colonie list for information.
