Political systems should be the next focus for balance updates

Hey guys, I just wanted to bring this up again because this is what currently annoys me the most in this game, the fact that political systems have become stale. 


I have created a post about dictatorship and autocracy more than 2 months ago, written down my concerns a long time ago in the G2G balance patch thread but this has died down again.


So trying to do this without a wall of text, here are my concerns:


- Republic is in most cases the best political system, followed by Democracy


- Federation needs to have some real bonuses to lower overcolonization penalty, the +1 system is laughable and not worth it. 


- Autocracy and Dictatorship never gain any law slots for no apparent reason and propaganda is terrible


Dictatorship in particular is obviously a terrible political system at the moment, unless you are using it to unlock saints and sinners quickly. But the fact that this strategy even exists is only more evidence that republic is way superiour to the others, as seen by saints and sinners for example. 


I have urged the developers to re-create propaganda as a law slot that improves one political party over time instead of a useless endless queue in your system developement. This has been in the g2g balance test patch once but then got scrapped again with no reason given. 


Please discuss this again now so the political system finally gets overhauled. I fear that with more and more updates and content being added to the game, the developers will neglect these balance issues just as they did already when they didn't go through with their changes in the test patch.

Possible Benefits for governments


Dictatorship


1. Even stronger laws with stronger drawbacks

2. Can enact as many laws as possible, huge additional influence cost with neutral laws now costing 1 influence per pop; starts at 3x then goes down 0.5x per empire development tier unlocked

3. Can enact any other law (that you have experience for) from any other party at a increased influence cost


Federation

1. Overcolonization penalty changed to **loose slight amounts of influence per pop** (0.5 per system over limit?) to show that you're loosing control of the population whenever above the limit. 

2. Overcolonization penalty reduced. 

3. Overcolonization penalty reduced per system level on system (system level 3 is -5 happiness per system over the limit, 4 is -2.5 instead for example)

As a Craver player, I would love for Autocracy to at least be able to unlock another law slot or two, either by advancing scientifically or building unique Craver improvements.

Another possible idea to Dictatorship is to remove votes. The whole system is generally a formality because if you are playing a Dictatorship, chances are you only want to be ONE PARTY. Instead, you should be able to click on the party in the Political screen and change it at any time with a cooldown of ten turns (standard election wait) and completely remove the 'vote' mechanic because... again...


This is a Dictatorship, I will tell you when I want another political party-stop asking!

Actually the next focus of the balance mod is going to be politics (governments and political event balance) and space battle tweaks :)


For the propaganda law slot on the previous balance mod, we actually pulled it after player feedback ; the reception was so-so and since it would have required additional code to add to the game properly, it was decided to postpone it.

Thanks for the insight. I hope the people in Endless Space 2 become edgier. Examples of anti-militarist trait giving small military points. Which should have, give medium-big sized pacifist or other?! Anyway, I was preparing for a big post about why the people should be more vocal about their political opinion or maybe there should be a slider, in-game difficulty option to increase or decrease the political affinity. Since there is a balance mod incoming I should wait to post now. It's very good news to hear you guys are aware of the important stuff too.
