AI player never leaving home system?

AI player, The Fallen, was alone in a corner of the galaxy, I was the first Civ to make contact around turn 85. At that point the Fallen still had only one system, while everyone else had four or more. I was going for science victory and the Fallen had a whole constellation of like 10 systems for itself, so I just made peace and a bit later alliance to secure the peace. The fallen didn’t colonize a second system until around turn 130. Do some AI really not expand even when it’s all by itself that way?

_ All near systems were clear, except for a minor faction, Hissho. Can the Hisso attacking issue (here) I posted could cause this? (Check out the same saved game I uploaded for the Hissho ssuei.)

Additional info: I did replay a few turns there just to check the mechanics around Hisso, and yes, The Fallen was sending small vesels into Hissho system, and Hissho was attacking these. Seems like AI was not programmed to handle that case with a militaristic type of minor faction was attacking ships when non militaristic minor faction would not.

The unfallen are an extreme difficult race early game and even some human players in mp never manage to get away from there first system and loose right there. They've a vineship, which is there colonizer. If the ships destroyed early game, the unfallen basically already lost the game, because replacing it is too expensive and sets the player far behind. To say so, most unfallen will die first turns due to pirates or something else when the vinships dead.

Something is really upsetting the Unfallen AI though. It happens a great deal, and it might not just be pirates attacking the vineship (which also needs addressing - this cripples the AI).
