On another hand, can the election actions be reversed? Below you can see that Intimidate Citizens is at the top (which will put it as the first option after "official support") and gives a penalty to the selected party where Efficient Primary Elections will provide a bonus. Playing multiple games with different governments or switching them mid-game has made me penalize a party that I wanted to boost or vice versa because the optios are reversed. By the way there is an extra space in the description of the Efficient Primary Elections action "Provides a (two spaces here) very strong boost...".

I think you've misread the description: it gives a penalty to everyone except the selected party.

That is not what the description says and it contradicts the other option.

The description says "provides a very strong penalty to the competitors". I'm reading this from your screenshot.

Followed by "Ideal if the chosen party is not one of the favorites.", the exact description for Strong-Arm Lobbying. I don't think you are getting my point, the election actions are reversed for either federation or republic where one of them needs to be flipped so that they both fit in the same order.

"Ideal if the chosen party is not one of the favorites", as in the favourites if the population - not of you. Both options aid the selected party.

If the order is flipped, I think that's because they are listed in terms of cost, not effect.
