Why is there no T1 dust upgrade?

I have been wondering, as Lumeris playa, with a quest to raise sys output to 150 dust and being heavily dust reliant anyway since the very start, why is there only a lumeris hero skill rather than an actual system upgrade available at T1 to produce "some" dust per planet/planet type?

If I don't get luxuries am I screwed considering the luxury related T2 upgrade which also is contested by the fact it shares tier with buyouts, market and even ash planets?

Is it a balancing issue? Industry gets two T1 upgrades, but dust gets none? I demand answers! :-D

I think that the redesign of the tech-tree at quite a late stage in development caused quite a lot of issues like this (not to mention the slightly odd names of some of the techs, given their effects).

And there is no T2 industry upgrade.

I agree that new dust improvement replaces Interplanetary Transport Network. And Inter~network can be moved to stage 2 of economy and trade.

+1 Industry, +3 Industry on Strategic Deposit is a building that really should go with the first Mining building. It just makes sense.

Something like +20 Dust on System, +2 Dust per Pop would be a decent T1 Dust building I think, since it will depreciate over time anyways.

And yeah like Dragar said, the Technology screen never fully recovered from the shift to the Wheel, not least because it naturally expects so few techs at the earlier levels.

Case in point this is what it used to look like, which I still greatly prefer for being colorful and visually communicative, as well as not bloating the Empire Development quadrant with ship designs.

I don't think that's a problem, i have no issues having to build industry buildings first in order to turn to dust afterwards.

The problem is more about dust/inflation, you will never match industry based empire output.

About the quest, its true its rarely completed by a pacific faction (except unfallen maybe).

Hehe those two lanes together make for an interesting thought!

First you suggest that an upgrade that essentially works like a planet specialization makes sense (and early game it's rather weak considering the pop count, but yes later reaching +40 on a planet with strat deposit is a good level for 10 slot planet and a T1 upgrade)
Second you propose an upgrade that combines this upgrade and xenoindustrial thingy only for dust instead.

Thus solution is at hand, combine T1 industry upgrade into one tech and have the T1 dusty upgrade in the other tech?
But even then, the fact that you research both regardless because you probably want to mine both strategics, provided that on normal settings you have them kinda defeats the point of choice.

I think it makes perfect sense that one building which functions off of Strategic Deposits should go with the other building which functions off of Strategic Deposits. Similarly Xenotourism and Luxury Lottery should go together because they both function off of Luxuries.

I am also of the opinion that Strategics should really be Stage Unlocks, or else two of your choices in any tier with Strategics are guaranteed to be the Strategics unless you plan on a really fast victory.
