Retreat (and still die) to deny XP/CP on kill stuff - bug abuse or feature?

Let's say you were going to lose a big fight with a fleet and feed your opponent xp, science and dust, but wait, what if you pressed retreat instead? But he has your cornered and you have no escape route? Well, don't worry, even better!

Exhibit A: 1800 Dust and Science + XP succesfully denied.

Is this working as intended or does it need fixing?

I think you are missing the point, fleet would die in phase one on long range dealing close to little damage while earning me 3600 of resources combined + hero xp, but the player instead used the mechanic to avoid giving me anything. While gaining insight into my composition.
What the question "Is this working as intended or does it need fixing?" states is whether we should be looking into it and potentially identify it as a bug abuse and fix the bug involved.


While I find it a common sense that "Decisive victory" including *destruction* of 18 CP should be rewarded by XP and "+ resource on CP *destroyed*", seems like the dev (un)intentional implementation seems headed in the opposite direction.

Why settle for at least a %? Why not a full value straight up?


Seems obvious to me that this is a form of xp denial used on purpose (further confirmed to the retreating player by "can't retreat, retreat anyway?" warning message).


Especially if accompanied by a player message like "lol, I am not giving you xp!" and fits so well among the MP shenanigans with all the end turn *pro tricks* pushing design flaws to their limits.
