I would humbly suggest that we turn the fantastic "Mutual understanding" trait into a pacifist law effect, could even tune it a bit, perhaps give it a more defensive feel but currently pacifists miss out on having teeth to protect themselves facing military law bonuses and this might provide just the thing.

Benefit of turning it into a law also makes it an adaptive option, for when you actually have friends to benefit from, as opposed to the trait, when it can be wasted trait points if you don't get any friends =(.
