Some polish for diplomacy messages (AKA audio spam)

Hi,


something that gets on my  nerves quite a lot is that eternal repetition of the same audio sentence in quick succession. 

The third party AI seems to have several messages that could be put into one, or at least not trigger an audio.


It is not rare to have many pop ups in quick succession. First they annoucen what they do, then they do it through the real "gameplay" diplomacy actions, then you respond to that, and then they respond to that. And each time it is the same audio line. If you are facing an alliance, and several AIs are doing it, its really taking some of the immersion out the game and it feels like spam. 


Maybe there is some room to polish this part?

Voice acting's expensive, this I know.  I think there are times when it's just not needed.  An option to toggle it off would probably be nice for most, though that does feel like kind of a waste of voice acting dollars in a way...

Well, it would already be enough if they set a flag when a specific voice line is fired, and that flag will then prevent any further use of that line for X seconds, after which the flag is removed.
