When the invade was done, the first opption was always banned, no matter there was already an ark in waiting or not. Is this the new design or something buggy? I dont think dictatorship fits Vodyani at all and I dont like the Saints and Sinners Bill either.
In the previous version of the game the Vodyani could never "occupy" a planet, it came with their affinity (it created a Hunting Ground). We kept that with the outcomes, they actually gain an option with their faction-specific pillage action :) and the Raze action still creates a Hunting Ground.

Glad to hear from a developer, really. And I guess I did not make it clear. In the previous games before this dlc, if Vodyani wants to get a system of its enemy, just defeat the troops and wait for an Ark. Nothing hurts. But now if I pillage the system, I gain small amount of sources and get -10 approval over all my systems. If I raze the system for now, the only difference is I get -15 approval over all my systems. Thats terrible and unfair for Vodyani, which is already a empire weak enough. I love to play as Vodyani and it should not be nerfed this way.
Oh I see, you are entirely correct! The Vodyani specific actions should not suffer from this penalty, if they do it's indeed a bug. We'll check and it'll be sorted out for the next patch.

I posted this question all the places I know right after I installed this dlc, steam forums, here and my chinese forums. No one could answer me. Really glad to hear that I am right finally. Thanks for your working and looking for next patch. I love Vodyani and buff them if you could :)

Could you maybe re-write some of the invasion options for Vodyani? For new players these are quite unclear and even I was confused at first. Before supremacy, invading would always raze the system and create hunting grounds that yield essence over time. This is still the case when you decide to raze a system, but it is not communicated anywhere. I just says the system gets razed and no mentioning the hunting grounds. This info should be added to razing.
Something that is even more confusing, is that the "subdue" option is changed into "Hunt". At first I thought I have to "Hunt" to turn a system into Hunting grounds, but this is not true. I would suggest changing "Hunt" to Subdue just like for other factions.
I was able to amend this in my re-upload of the Vodyani Rework.
Vodyani now use the same name for their Raze action as Cravers, 'Consume', and I edited their localization to state explicitly that it will turn into a hunting grounds providing Essence. I think the lack of clarity over 'Hunt' and Hunting Grounds is more applicable to existing players.
Yeah maybe it could apply a debuff to the enemy empire like -50% happiness for 10 turns or something when you transform their capitol or a system into hunting grounds. I know I would be very shaken witnessing such a horror, how the fanatics purge & consume an entire system for faith & church. You know, to make it actually worth it to do it instead of just destroying planet after planet with the... ah nevermind let's not talk about it! :D
