Keii income depends on the game speed (For example, pillage systems gives keii. It gives 10 keii in fast speed game, 2.5 keii in endlessly low speed game)

It is quite reasonable, because other strategic resources income also decreases when the game speed decreases.


However, Hissho's unique laws which consumes keii every turn comsumes the same keii regardless of game speed.

Thus, it makes Hissho prefer fast game. I think it should be fixed, so in slow speed game, the unique laws consume less keii.
