I posted this idea in the behamoth thread, and thought it could be an interesting one to explore in more detail and get your thoughts/opinion about a one system empire.
The idea could be to use them as a floating colony/colonies that could serve as a one system empire similar to the cultists in EL. Create an archology ship that is upgraded in the same way a planet is, possibly like Alpha is in Valerian - a floating city that is endlessly growing. You could even go as far as to say it a piece of Endless tech that was lost for eons and was rediscovered. The city would utilise both modules like a behamoth (with more being added through science upgrades) and treated like a plane in terms of buildings and ships etc.
Explorators could be fitted with the mining module to extract minerals and resources from surrounding systems, and minor factions could be recruited into the greater good through a protective alliance. The core faction ethics would be diplomacy and exploration, with bonuses for minor factions brought into the fold. The faction would not be able to colonise a system, though can move from system to system. They would be able to impose a colonisation embargo through force projection (much like the current behamoth radius) that grows through both science research and fleet strength.
This idea draws upon Valerian's Alpha, BSG, Mass Effect's Geth/Quarians, Stellaris' Carvaneers, and other nomadic tribes throughout history. They draw strength through multi-culturalism, drawing in new races and ideas, and with ES though could provide sancturary for disillusioned members of other factions.
I discussed the idea with the devs at the beer night, and we batted back and forth a few ideas. I like the idea of a DS9/Babylon 5/Alpha civ that takes in the waifs and strays of the galaxy because it would add value to the happiness mechanic. Imagine if unhappy pops had somewhere to go if they hate their home that much. Imagine all the minor factions having a big brother backing them up when the big bads come calling. Imagine the possibilities.
This seems like a mix between Vodyani Arcs, Umbral Choir, Vaulters and Unfallen. It would seem like an one-kill-game-over prey (but well defended - I suppose).
I think revamping your idea from a Major Civ to a "pirate-esque" node - as unmovable space port - that would send trade fleets, function as a trade HQ(if enough lvls) and be a source of quests (vide all those inspiration you named and more) but would aslo be vulnerable to be killed (or hacked) for resources and vanish forever.

This seems like a mix between Vodyani Arcs, Umbral Choir, Vaulters and Unfallen. It would seem like an one-kill-game-over prey (but well defended - I suppose).
I think revamping your idea from a Major Civ to a "pirate-esque" node - as unmovable space port - that would send trade fleets, function as a trade HQ(if enough lvls) and be a source of quests (vide all those inspiration you named and more) but would aslo be vulnerable to be killed (or hacked) for resources and vanish forever.
Interesting, though I envisaged it more as a way of amplying the minor factions and refugees as well, as this would add a lot of spice to happiness and political shenanigans.
