Idea regarding endgame stealth levels

I've seen complaints that the UC has no way to maintain stealth after level 3 stealth detection is in the game. I'd say this is preferable to them having access to level 4 stealth and thus making all stealth upgrades useless once they get it, which is the other easy outcome with integer stealth levels.


My proposal: UC-only law, increases stealth level of all ships that have stealth by 1, max 4. Influence cost doubles every turn this law is active, slowly decreases while the law is not active.


This would unlock in t3 or t4 of the left tech tree.


This solves several problems:

-Endgame stealth playmaking is possible, but costly.

-UC gets an influence sink.

-Adds some competition to the democracy law slots, useful since some of the law options are nearly useless for UC.

Introduces a new problem: UC endgame fleet now undefeatable.


To be fair most of the quest laws are that not interesting but are there to fill those slots for you.

Id stick with this law idea, as UC gets tonnes of influence that just lays there without any use. The price would need to be high as proposed - maybe a "its lvl 4 with a hero leading a fleet"? It (fleet) would still need to uncloak while attacking(phase), while invading or blockading.
