The dream is that you could get a Vodyani pop through diplomacy. Atm conquest(or lucky discovery) is the only option to get em. 1 pop per demand unlike other races tho since in some cases 1 Vodyani pop equals 5 for them. "Lesser mortals would just conquer them, but I am no lesser being".
Just to make sure we are on the same page. I'm talking about this option:
It's understandable unavailable for Vodyani since 3 pops is like all they got :D but it would be nice if you had means to get one peacefully in your empire.

On a serious note, I'm not on the dev team but I think the Vodyani population might not be tradeable because of the way they exploit being specific to the Vodyani faction. Just guessing.
