Anyone else think this might be just a bit too strong? Also does the conversion % have some other effect I don't know about or is that first effect made completely pointless by the second effect?

Take away the second bit and it's fine, though it is indeed poorly thought out - or I'm just as much in the dark as you are.

Why not?

Nakalim are retarded in their conqering departments - I dont know precisely, if they can assimilate them while at war - if so, this is a lore-friendly and helpful. Why?

Because any smart guy would absolutely wage war with them and a total war at that the moment they are anywhere close - so this buff would help to overcome said predicaments.

Out-of-game, in-code, they are called Templars. Not paragons.

Huh? They can only convert in cold war/peace.

Who said there were called paragons?

Second effect makes the first irrelevant, I think there simply is a faulty implementation, way I see it, there is supposed to be a "minimal buyout cost" you have to pay after achieving level 100% conversion, which this should reduce, instead it reduces it completely straight up.

And yes it's stupid strong gives no warning and no counterplay besides permawar combined with "ugh, I GOTTA CLICK FASTER THAN THE OTHER PLAYER OR LOSE SYSTEMS" level of genius gameplay.

But then you can just declare war at truce turn 4 and never ever give nakalim chance to use their affinity.

Kinda like Lumeris, you know that signature Lumeris gameplay is selling planets?
Have you ever bought a planet from Lumeris?

Signature Lumeris gameplay is buying planets with their dust. Trading outposts isn't really the main thing you do.

You mean "not being able to afford planets due to scaling", although it's not that bad, it's still bad.

Well then signature nakalim gameplay is using relics, giving systems to academy is something you will basically never get to do either.

I feel like it's a sad thing and would like to bring more attention to it.

No, but I mean AFAIK Lumeris can only trade Outposts while they're still developing, not actual planets. That's really more of a niché ability from the get-go already, as opposed to the Nakalim temples.

We've heard the feedback about the PEace and Prayer act. It's on the list of things for a balancing pass with the next patch, but I have no specific info on how it would change.

They can trade planets.
And by declaring war and then asking for truce... so can almost EVERYONE else (besides unfallen) with couple extra steps.
Or being in alliance etc etc...
