It seems like an oversight by the development team. As if it was something that they didn't get around to completing before releasing the expansion. Perhaps its intentional? I am excluding the ship designs and upgrades of course. That leaves the Tier 4 Empire Development tech "Coupled Collaberation", which to this point, no faction has never not had a unique Tier 4 Empire Development. I dont' count "Cultural Invertics" because this is a tech that is seemingly always tweaked according to the faction.
Personally, unique technologies are something I really enjoy in this game between the factions. I like looking for strengths and weaknesses and trying to min/max those. The Nakalim are devoid of it. I suppose this plays into the lore in some aspects, but there is an argument for them to discover their own unique techs lorewise also, and I don't think this interesting game aspect should be lacking from them.
It might be that they're not about the science game, and likely most people playing them are never going to get their science production up enough to discover any unique tech in their tree.
