Anti-Cloackers is tier 3 tech, quite advanced if you ask me.

Playing as "sneaky" Umbral Choir is a pain in the cloud - the first time you meet a pirate a Major Faction suddenly learns of you.

As pirate fleet can get up to 3(+1) lvls power, they should be more easily hidden(as it's vital to their preservation and way of life) than savvy at discovering you - as you can literally steal from them without them knowing - it's logical. 

Also, that would make dealing with pirates have ANY meaning, as players would scramble to have them 1)in low numbers, in check or 2)buff them while using them offenisely. I propose a change, with adding a cloaking system to their levels.

lvl 0 - lvl 1 cloak and NO anticloak - MIN

lvl 1 - lvl 2 cloak  and lvl 1 anticloak 

lvl 2 - lvl 3 cloak and lvl 2 anticloak

lvl 3 - lvl 3 cloak and lvl 3 anticloak  - MAX

This would especially synergize with Umbral Choir - that when playing a totally sneaky unknwon by major-powers race they can have a lot of unspent influence - that would be used to pay off pirates and minor races in absence of major race diplomacy (due to being unknown due to pirates NOT HAVING ANTICLOACKERS EARLY ON).

Players would also have an incentive to invest in anti-cloakers, as of now it's rarely, very very end-gamely used, at least during AI matches.
