This hacking option gives you +5 rep/turn for 5 turns with a minor civ (normal speed), even without Off World Agri-business researched. The Cravers are able to use this to circumvent the usual diplomatic restrictions to gain sovreignty over the minor civ.

Proposal: Lock the Improve Image option behind the Off-World Agribusiness tech, or remove the option from the Craver affinity (like how the Nakalim have the tech stealing option removed). The Cravers have no reason to have that option available in the first place.

Seems like a feature to me..
