When I get a new kind of population that can use a previously unknown luxury resource (at the very first turn of the game, for example), I immediately get an useless notification that my empire supposedly "now has access to" the luxury resource, despite the fact that I do not actually have that luxury resource. These notifications are just annoyingly distracting from more important game events.

But when I actually get some of the luxury resource, and could immediately use it to increase the effects and growth of the corresponding population(s), I do not get any notification!

And when i get a new kind of population that can use a luxury resource that i actually have, and could immediately use, I do not get any notification, again!

Many and many cases where due to lack of notification at the right moment I missed the opportunity to gain a game advantage by using luxury resources to my population in a timely manner.
