How am I meant to use the "Tribute Maximum Income +N Essence Per Turn" that Vodyani ships have.

Is it like the Disharmony and i'm meant to station them around my systems? I tried doing that but it didn't seem to increase my Essence counter.

Move them into a system held by a rival and then use the Harvest Essence fleet action.

Yeah, i finally figured it out eventually. I didn't have any nearby factions so i didn't see that option for ages.

Does this actually has any effect on the System you are leeching?

I mean like their pops dying or lower FIDSI? Or couldnt an enemy care less about those mosquito fleets?
