Is there a button or box i'm missing somewhere on the system view screen, because my only options seem to be to cancel the improvement i'm currently researching. There is a tip that comes up saying you CAN buyout improvements, but I have no clue how to.

Used to be a little dust symbol attatched to the improvement in endless space 1.

You need to research "Multi-Thread Management" from Era 1 tab.
