WHAT IS THE ENROLLMENT RATE?

I need the Enrollment rate defined, and its affects.  I'm in a ground battle of equal strength per infantry with the Cravers in my Sophon system of three (3) planets of which mine is the the  only one colonized.  The tooltip states that I have three (3) options: 1. Local resistance (50% enrollment rate.  2. Protect system (20% enrollment rate and  3. Surrender to protect population & improvements (no enrollment).  I intend to select Protect system event though the Cravers have 20 more infantry.   My population is 12 incl 4 minorities.  Am i  correct in my intention?

The action tool tips are not clear enough at the moment, and we're going to retake that to make it easier to understand and manipulate: we will directly display a gain of manpower.


The enrolment rate defines the conversion of a population into manpower to reinforce your system's troops; the higher it is, the better. Then, there is a temporary enrolment, meaning, you'll get your troop back if there is enough manpower left in the end, and a permanent enrolment that will consume the population whatever the result is.
