Guarding fleets

As I understand guarding fleets only stop incoming fletts but don't block any of their actions. Effectively this means that I can not keep them from reaching their goals in the system as I literarly have to time to attack them before they act. Am I doing something wrong, or is it intended to work like that?

Several examples of what I'm latking about:

1. I have vodjani ark anchored and I have a fleed guarding the system. Enemy arrives, is stopped, but immidiately attacks the ark. My fleet is not much of a use in protecting it 

2. Same with protecting colony sheeps, leechers, etc.

3. Even if I know which system is AI's colony ship heading to, I can not intercept it there. My fleet stops it, but it still creates an outpust at the moment of arrival.


This works only in AI's favour. If I try doing the same, AI attacks me as soon as I arrive because he can do it faster that I can take my action.


I'm not sure how important this will be in multiplayers matches. Will it be in the favor of the one with less ping (host?) or the one with better reaction?
