Are outposts supposed to mine luxury resources?

This is what happens:

1. I create an outpost in an unoccupied system on a planet with a luxury resource.

2. Outpost stays there for several turns before it grows into a colony.

3. All that time it mines the luxery resource as if it had been mined by a colony.


I didn't check that, but it might work the same with strategic resources as well.


Is it supposed to work like that, or is it a bug?

It's supposed to work like that. The idea is to reward the placement of an outpost even before it turns into a colony.

So, if for some reason I don't want to colonize the planet (e.g. it provides huge negative bonuses, or whatever a reason could be), I can just create an outpost, then when it's almost done, I decolonize it and colonize it back the next turn? Doesn't it look like a possbile abuse of the system?

Most likely another race would get in on the system


Also having an outpost sucks food from nearby systems to that to feed it. So having a lot of those outposts just for the resources can relaly stall the growth of your planets.
