How do you spend influence to buyout a system?

One of the deed (challenge) Creator of Infrastructure requires you to be the first to buyout 3 system using influence. I have already researched SLC System for Cultural Flexibility, but I don't see an option to buyout enemy/neutral systems in my influence. Is there a time limit before I can buyout their systems? I was playing as Horatio (Blue). Clicking on the system just shows me the planets and nothing else.

Ok found it ! It misses some additional information but in order to do so :

You must search Tier 4 "Empire Development" tech called "SLC (Supra Light Content) Systems"
Once it's available, systems under your influence will graduatly switch to your side (you can see advancement by mousing hover targeted system)
You'll also see a new button, right next to system name, with the peace icon on it ==> That's what you are looking for
