How do you start building the Obelisks of All Space-Time for the Wonder Victory? I completed all of my faction quests as the UE and I figured that would lead me to it, but I couldn't find anything pointing me towards how to actually start doing that victory.

It's not via quest like in EL. In ES2 the wonder to build is into tech tree in empire quadrant (the right one), like in ES1.

ATM don't remember if you need an specific tech or is enough with unlocking stage 5.

The wonder is called obelisks of (dont' remember), and if iirc you have to build this 3 times.
