I've researched and found several new battle tactics but they never appear in the tactic selection screen. Is there something I'm missing? I don't understand why I can't use them.

The number of your battle play deck is limited : starts with 3, + 1 for every battle play tech.

Edit it in the military screen, it's on the left below the ground troop settings.
