United Empire Chapter 2 Issue

Hello!


I'm currently trying to progress through the UE chapter 2 quest, but am having an issue. I've had access to this mission for a while, and it says I need to have 4 active industry laws. I've only had access to 3 laws the whole game, and now at turn 160 I am finally unlocking the tech to get a 4th law. However, I during this time my Military faction became so entrenched that I can't beat them out to make all four laws industrial. 

I may just restart as I want to continue this quest. Are there any ways to unlock a 4th law earlier in the game?

Nope, but wait, it gets better! Next stage you are asked to generate smth like 300 science per turn on a Mezari path ))) Yeah, after you've reached stage 4 in empire development.

Most faction quests are poorly balanced ATM. They either can take you over 50 turns per stage or 1 turn.

Ah jeez, that's a bummer. I guess I'll start a play-through with a heavy early investment in science, sounds like a lot of teching is going to be necessary.

I am playing UE too these days but I choose the military path. At chapter 2 I had to get 3 military law. That was easy when I realize that naming a Military Senator adds an automatic Military law. But if I add to get 4 laws, I would had to get to the end of the Empire Science tree.


I think there is a mistake in the chapter 2 of the Industrial side.
