Unexpected behavior from Propaganda

I love the Political Party mechanics of ES2, but I'm seeing some behavior that I don't understand.


Early on, I had a long war with the Cravers. Obviously, this lead to a rampant growth of Militarist support, as I constructed and destroyed a lot of ships. However, after the war, I was unable to get Military support to decrease at all. I sold all but a couple ships, I fired my military Hero, I bought Peace with every neighbor, and researched only Science techs. Military support held steady around 80%. Anyone have guesses why this would be?

...and nothing but Peace.


Eventually I switched to Dictatorship, so that I could use the Scientist Propaganda continuous improvement. This worked as expected, with increasing returns over time. I intended to spend a few turns getting Scientist support above Militarist, and then switch to another government. When I en-queued another building, I expected Militarist support to freeze. Instead, it instantly snapped back to its value from before I did any Propaganda.


Is this working as intended? If so, what's the point of Propaganda?

One additional datum: I re-enqueed Scientist Propaganda and waited for Scientist support to rise above Militarist. In the next election, I had more Scientist senators than Militarist. I then swapped to Republic. In the 5 turns of Anarchy, Scientist support showed as well-above Military support. But when the first Republic election came around, the screen showed 100% Militarist support, and the Militarists won handily. What the heck is going on? Is this a bug?

Don't know how is calculated, but seems Militarists benefit the most from events related to politics.


On the Xml config file, seems that all events have 1 point of strength, and you usually have 6-7 events running for all politics, but maybe some militaristic actions like combats or ship building are either bugged and are much more valuable, or are allowed to accumulate points while the others not.


Whetever is the reason, is hard to rise any non-militaristic party at current state (unless your pop is mainly of such party).
