I were going to say something but I don't play Vodyani so I have no idea how the population is generared :S What I could see is that the food income was negative and still It was showing that the next pop will be a guardian, as far as I know and I had some Guardians as pop in my United Empire game they don't reproduce and you can Harvest them for happiness, You don't have the Harvess Option and I have no idea if you can transfer some Population from other arks to maybe put the food in a positive income. I have no idea sorry, I'm sure a dev answer you this week.
