Is there any way to get heroes in the senate which are usefull for you ?

Starting hero is religious and lvl 37 but I would to prefer to have the other hero (24) from this faction to be enlisted.

Another case but same thingy with the militaristic faction.
2nd hero I got (lvl 24) isnt in the senate, but his faction friend which is hero #4 and is lvl 20.

What decides who is voted senator for his faction ?

I haven't found any way to select which hero will be in senate if you have more than one of same ideology. I belive it simply takes the hero with highest level. But I am not an expert and if I am wrong feel free to corret me :o)

LVL 24 vs 27 and the lower one won. Put him even on a fleet during the voteing, maybe it would have helped to send the fleet with him on board outa the empire....

But higher level doesnt goes to the senate.

And the hero with this "insane" senator perk, I wanna get kicked out of there....
