I'm new to ES2 and during my firt play, I'm having an issue.

I'm at turn 100 and i still don't have the "Guard" Order on my fleets planel. Wether it's a lonely ship or a 6 ships fleet (including a hero) : No Shield or ZZZ icons.

So i can't intercept or blockade.

Did i miss a tech ? IS there something to do to get this order ?

Or is it a bug ?

That sounds like a bug from the tutaorial (which is filled with them). I think I've encountered it before and the solution might be to send a fleet to orbit an hostile system (one which you are at war or possibly cold war with).
