I cannot for the life of me figure out how to counter this. I've tried multiple plays but nothing I do causes any damage. The fights end in a draw. Continously back to back multiple fleets attacking the same AI which uses Shrapnel Munitions. I castly outnumber and outpower them but I can't kill them, it just ends as a draw without a retreat from them.

I am so lost please someone take kindness on me and explain how I deal with this situation?

The only solution I found was the research tier 4 weapons with +fleet damage. Attach to all my fleets. They caused damage and the AI stopped using munitions and started using retreat again.
