Playing as Lumeris on serious with normal pirates.  Lair spawns two systems away from my home system.

I've been trying to bribe them into submission, but my relationship with them worsens so much every turn there's no way I can keep up.  

I haven't attacked them or anything.

What causes pirate reputation to change?
