Why?  I don't understand what the point of these are and why you'd have them in your reportoire.  By the time you get many of them - the tiny bit of research, money, or influence you'd get is meaningless.

I agree mostly, They are pretty far along and the payout is pretty low for you to use them over other cards that give you better perks. The only use for them would really be if you know you are going to crush the enemy and would like some extra income from the fight.

1000 research per combat is pretty good.

Very useful cards and Modules when you have stacked up fleets and wants to clean those nearby pirates.
