at this moment I am playing my game as Hissho race and encountered something odd. 

On one planet I have economy behemoth with 5 modules granting +10 and 5% FIDS on systems orbited by behemoth.

However I am not sure why the % value is negative on screen you can see negative industry, but this affects all of them

I've never encountered something like that before. If you could help/explain what happened here I would be really grateful.

Is it your best system?

If you're over colonization limiti you'll receive penalties to FIDSI in your best system. From the fact Uchi is there I suppose this is your capital, so probably it is your best system too.

Check for this, if not, then you should report it as a bug and a savegame will be welcome added to your screenshot.

Yes it is my capital and best system. I didn't think about overcolonization as Hissho does not get any penalties to approval as long as Keii is high enough. (at this moment I have 9 or 10 planets)

Just make sure to check it. If you're not overexpansion limit you shodn't have any penalty.
