Sometimes, if you "discover" a minor faction, you will get a permanent "+1 per turn" relation-bonus without having to do anything, sometimes you don't.


Is this random? Or is it a system i just dont understand?

That depends on Minor Faction's personality. Temperate minor factions will grant +1 relation per turn for free to everyone.
