"Ownership" is not listed here as a malus https://endless-space-2.fandom.com/wiki/Approval  - are they unhappy because they've been "bought"? Will they gradually cheer up?

If I'm not wrong about the Bhagaba are able to offer a similar mechanic, but I'm not 100% sure about.

You can also have a counselor with a skill that sets system approval to exstatic. It overlays the ownership malus.
