How to deal with Umbral Choir's small colony cap?

So whenever I look up guides on how to play this faction they always say to build sanctuaries as quickly as possible , as early as possible. However, they only have a colony cap of 4 (at least when I played), and I only saw two overpopulation techs and they are pretty far into the development branch. So my question is, how do you get around or increase this small colony cap since the faction seems to have a steep penalty for over colonizing? Additionally should I worry about keeping my system happy or is it not really a priority for this faction? Thanks for the input!

You can stack hefty approval bonuses on the one system you own, and it offsets the overcolonization penalty. Plus there's that one hero skill that you can use which completely erases disapproval for their system.

Counselor heroes do have such a skill but if you are playing UC ot will be replaced with something weaker (+5 approval per sanctuary systems iirc). So using other means to negate the expansion disapproval would be needed. I find Ministry of Truth quite useful for UC.

The final councilor hero ability halves the overcolonisation penalty, and your governor can also give a flat +20 approval from a generic skill. These, combined with democracy, the typical happiness buildings, and wonders, should be enough; and if you get the building that gives a happiness bonus per umbral shadow, it will certainly be more than enough.

What others probably missed is the 5% debuff on bandwidth per colony over the limit, although considering how much food your Nexus system ends up producing, you should be able to overcolonize by, I'd say, 8 systems, unless you go heavy on defensive programs, which you shouldn't really do, you cannot be hacked without someone having already detected your presence, and defensive programs will only blow your cover. Offensive programs are also a 50/50, sometimes you won't need them to successfully hack a system. If you are careful with your hacks, this debuff shouldn't really impact you in any way.
