I have played almost 1000 hours and never got this dude.. 6th elections have already passed and I can't get it still. Is it even real? And if it is, then can I use my main party propaganda to push it like you can do with party-related laws? Help anyone!

That's a Dictatorship-exclusive law and you should be able to boost your party experience and unlock that law faster.

I know that it is exclusive, however as you can see the experience bar is already full. Or is there a separate XP bar for independant laws that we don't get to see?

I lived up to the next election and can confirm that you can track the progress of independant laws by looking at the vertical bar's position on the scale. Also I think that Wartime Taxes Bill comes too late in the game, I won economically without even unlocking it.
