This is -50% hacking speed from their Encrypt programm placed on that node.
P.S. You can try using overload on that node and force them to remove it. It works really well when you hack them from multiple fronts. Another way to increase your chances is to place some Lockdowns on your systems along the pass. 2 lockdowns give -50% speed on their trace which negates effect of 1 Encrypt.
