I needed to improve my influence output so I put meta entactogen in the system improvement level 3. I didn't have it but I thought I could buy it or find it on a new planet. 200 turns later, I'm still at zero. Can't even ask for it to other factions... How's it possible?

The internet says you can't get all luxury resources in one game because the setup leaves a couple out of the basket for each game. Is it possible that meta gets left out of the game but it is still pickable? I'm asking just in case because I've explored 80% of the galaxy and never even seen it.

Nope, if it's not in Galaxy generation, then you can't obtain it in that particular game.

Perhaps you didn't research the technology you need to detect the luxury Ressource?

You are right. I thought you were able to see the resources regardless, and that thech was only needed to extract them. I was wrong.
