Question regarding "Eternal War"

So I got a question regarding Eternal War - yes, another one (player, not question, I never asked a question about it).

So, I made a custom faction to test something entirely different - maybe have a bit of fun with it on the side, but let's not presume. 


Now, Eternal war disallows peace unless pacifists are in power. And I totally forgot that could also apply to Minors. Why? Because, apparently, it didn't.

I started out with Ecologists and industrialists in power, and could, apparently, praise a minor civilisation. Then, after the first vote, Militarists got the lead, and pacifists got in second.
And now I can not praise the minor civilisations, and it tells me I need Pacifists within the leading parties. 
So does it actually mean "Pacifists in power, and militarists not in power"? 

Or is it "militarists not" for minors and "pacifists yes" for majors?

Those pacifists get everywhere - they're even in my ale - for reasons I can not fathom, but apparently here, they aren't in power enough? 
Maybe it has to be the leading party instead of just one represented? But then, they weren't before.

The rule that Pacifists must be in power is overriden by Militarists being in the lead. The Militarists are more powerful, and their views directly oppose that of the Pacifists, so the Pacifists ability is negated.
