For a beginner, I recommend United Empire. Theyre very flexible and can achieve a multitude of Victory objectives. Their core strengths allow you to play wide(aka expand quickly and often) and utilize Industrial laws to quickly amass an Industrial base from which to amass a Military force to invade others or protect what you have as you push for more passive victory goals. A solid YT video is this one: Tutorial Its a bit dated but the core concepts are still valid. A solid Steam guide is this one: UE Tutorial The Steam guide is well done, with pictures too.

For factions: Pick whatever the game recommends are easy. Sophons, Vaulters, UE, Lumeris, and Horatio are pretty straightforward with minimal game changing features. Others, may be easy like Riftborn or Unfallen, but they either have unique mechanics that make them completely different from all other factions in some regard (Riftborn not needing food and having a reverse planet colonization tier system) or are quite RNG reliant to do well on. So for now stick with the first five mentioned if you're still learning basic mechanics.

For difficulty: Pick whatever you feel comfortable on and where you don't struggle too much with the A.I. that way you don't feel pressured as you play the game and can take your time to learn a faction or game mechanics. As you improve and learn the basics, you'll realize that even the hardest diffculty (Endless) isn't really that bad when you know things and have a strategy in mind.

Some general tips that I learned while playing that may help you improve:

1) When you first start a new game, be sure to have a specific victory condition in mind--with possibly a backup incase your first falls short. This will help narrow the plethora of options and choices the game offers at times as well as you give a set of objectives and items to focus on as you play. Its important that you also pick a faction that best suits your preferred victory condition, but its not necessary. Any faction can technically win by any means, some are just better suited than others at certain victory cons.

2) Don't overcomplicate things. The game has a lot going on and can often be overwhelming at times, but its important to realize that most of what the game offers or has is abrituary at times (minor pop bonuses, diplomacy with other factions, various hacking options, space fleet modules, academy diplomacy, etc.). This same concept goes for the aforementioned tip. While a building or research option may be useful, be sure to ask yourself, does it help me achieve my intended victory condition ASAP as opposed to other decisions I can make? You don't want to waste resources or time on choices that will only slow down your victory or will yield minimal gains.

3) For the first couple of rounds, be sure to attach your starting hero to one of your starting explorer ships. Your starting hero, no matter what class they are, will often yield minimal gains for your starting system. Furthermore, you can level them up much quicker (I usually get them to about level 3) in the first few rounds on a fleet rather than if they were on a home system. You can always remove them from the fleet later on and place them on a system once they've reach a level where the gains would benefit the system or the system will level them faster (big constructions about to complete).

4) Learn what factions (barring custom factions) are good at what. This will help you to choose a faction you enjoy playing as and pick a strategy that effectively utilizes that faction's strengths and weaknesses. Additionally, it'll help you when you go against other factions. Although, if you play mostly, if not solely, against A.I. you dont really need to worry too much about other faction's strengths and weaknesses (A.I. play pretty much the same across factions and across difficulties).

5) If you have any questions, need strategies, or ideas for factions or for a specific game mechanic, the fourms generally will have what you're looking for. And if they don't, you can always ask. People are usually quick to respond and often get useful tips or tricks that have greatly helped my performance on certain factions or improved my understandings of certain features.

Each system has an upkeep cost in Dust. To offset this, you'll want to colonize planets rich in base Dust yields(Toxic and Desert planets have strongest Dust yields with Temperate and Fertile worlds taking up the next tier. Most Sterile planets are generally rich in Industry or Science and have very little in Food or Dust yields to speak of). You'll then want to build Dust system improvements like Cerebral Reality and researching new techs like Astrofinance(Tier 2 Economy&Trade) to unlock more of them. When having friendly relations with a Minor Faction, they provide a bonus to Manpower, Science and Dust without having to pay anything for it. Assimilating them removes their bonus and the system behaves like any other system in your Empire. Therefore Assimilation should be weighed before carrying it out. Another big factor is the Loyalty or Happiness of your Empire. The happier it is, the more Dust and Science they produce. You'll also want to get Trade Companies and unlock the Marketplace since those are additional sources of generating badly needed Dust(Marketplace requires assets to sell though).

Also wanted to add one more tip: Industrial ideology can lend a hand with their Dust Windfall law. Its only available when they're in power(since its their mandatory law) but converting 10% Industry(15% under a Republic) spent on construction to Dust at the end is a nice bonus. Alternatively, you can utilize Super Tax Act(Independent), Parks, Not Quarks(Independent), Wartime Taxes(Autocracy/Dictatorship Independent), Species Stability Act(Religious; for all but Vodyani), Spoils of War(Military, must destroy ships) or Pacifist laws(My Precious Precept and Fair Trade Bill).
